You can invite a Helper to send an offer if you have a specific Helper in mind. Go to the browse listings page. When you see a listing that you like click on it and select the "contact" button next to their profile picture.

Like always, you must create a task by completing the description, requirements, and date, and providing a location. After you create a task like this, it is also publicly disclosed to Taskhelper users, and the Helper you have chosen is notified that you would want an offer from them.

This function is offered just in case the particular member you are looking for is unavailable for the task or unable to match your requirements. You can receive offers from other members as well, though, so you'll always have alternative options.
